Herta joins HORUS and THOT to advance forensic investigation

The projects are developing new tools for forensic police teams, from data capture at crime scenes to information integration and analysis, with co-financing from the ERDF and CDTI.

HORUS y THOT: innovación en investigación forense

Herta is participating in ForensIA HORUS and ForensIA THOT, two research and development projects aimed at improving forensic investigation through innovative technologies. Both initiatives are part of CDTI’s Pre-Commercial Procurement programme, addressing the needs of Spain’s Directorate-General of the Police.

Their shared objective is to generate useful information from the earliest stages of crime scene examination and support its use throughout the investigation and subsequent analysis. To achieve this, the projects address two complementary areas: tools for field operations and a platform that integrates and analyses the information collected.

Herta is a member of both consortia alongside ETRA Investigación y Desarrollo, HI Iberia Ingeniería y Proyectos, and Hard Link Security.

HORUS: innovation at the crime scene

HORUS focuses on developing operational interfaces, equipment and systems for capturing and processing data directly at crime scenes. Its purpose is to support forensic professionals with tools that enable information to be collected, processed and transferred securely and traceably.

Its objectives include improving the usability of field devices, enabling initial data processing and facilitating information exchange with police systems. Data protection and the preservation of the digital chain of custody are central elements of the project.

Phase II of HORUS has a budget of €3,191,725.16 and runs from 23 April 2026 to 23 December 2027.

THOT: forensic intelligence to connect and analyse information

THOT is developing an interoperable forensic intelligence services platform, designed to bring data and analytical tools together in a shared environment.

The project aims to help investigators connect information, identify patterns and manage the processes associated with each case. It includes the use of artificial intelligence to support analysis and the generation and assessment of hypotheses, alongside mechanisms for access control, traceability and evidence protection.

Its connection with data capture solutions such as HORUS will help maintain continuity between field operations and subsequent investigative work, facilitating the integration and use of information collected at the scene.

Phase II of THOT has a budget of €5,200,410.70 and also runs from 23 April 2026 to 23 December 2027.

Technological collaboration to support forensic police work

Through its participation in HORUS and THOT, Herta strengthens its R&D activities in forensic investigation and its collaboration with other technology companies to develop solutions tailored to professionals’ needs.

Both initiatives are in Phase II, dedicated to prototype development, and seek to support faster, more connected and traceable investigations, from initial crime scene examination to subsequent information analysis.

Project and funding details

Tender reference: CPP 01/2025 AB (DCCPI/OCPI).

Contract title: Pre-commercial procurement of R&D services for the development of innovative forensic investigation solutions adapted to the crime scene environment, to generate early information feeding an innovative forensic intelligence system throughout crime scene management and subsequent analysis processes, financed through CDTI’s own funds and the European Regional Development Fund (ERDF).

Purpose: Procurement of research and development services for innovative forensic investigation solutions.

Phase II implementation period: From 23 April 2026 to 23 December 2027.

Phase II budgets:

  • HORUS: €3,191,725.16.
  • THOT: €5,200,410.70.

These amounts represent the Phase II budget for each project, rather than Herta’s individual allocation.

Requesting authority: Directorate-General of the Police, Spanish Ministry of the Interior.
